If I understand correctly he only reason eggs are safer in Japan is they have strict policies and large machines that make sure eggs are clean on the outside and checked for cracks. Salmonella is apparently mostly a matter of poop getting in the egg. So check your eggs for cracks and make sure the shells are clean and you should be good to go.

There's a difference between a runny egg yolk and scrambled eggs. The uncooked albumin (white) mixed with the yolk when they are scrambled is unappealing and has an unpleasant mouth feel. That's an un-thought ot and shitty comparison.

How was it done? Does the pan have to be really hot?
I would put the pan on medium heat. If you put it on high heat the eggs would burn and if you put it on low, the eggs won't fully cook.
